Draft of The Zorge County Ten Year Plan to Learn from Dazhai in Animal Husbandry (1975-1985)

Part of the campaign to learn from Dazhai in agriculture, this ten-year plan takes purported success in Dazhai in animal husbandry as the basis to promote citizens to push themselves. Dazhai was a model city in Shanxi province, promoted by the party as a city where the citizens toiled using the strength of manpower alone to affect great change to the land around the city, which caused it to thrive. This was ultimately debunked, but not before the end of the Cultural Revolution, 文化大革命, in 1976.

Notable use of language: this particular document is interesting for this period due to its severe lack of the typical direct quotations from famous communist leaders found in ten year plan documents. What is most interesting though is that the final paragraph begins with a quotation of Premier Zhou Enlai’s, which is interesting given his political fallout during the previous two years before this document was printed, even more so when coupled with the galvanization of negative sentiment towards Zhou by his political foes the very year that this was printed as part of the “Evaluate the Water Margin, Criticize Song Jiang” campaign. Additionally, there is a mix of simplified and traditional characters, including some characters present in both scripts. This document was released before the second round of simplified characters were released, a round which was ultimately not accepted into common usage.

Zorge County (also known as Zoigê, CH: 若尔盖县 Ruò’ěrgài Xiàn) is  the northernmost county in the Ngaba Tibetan and Qiang Autonomous Prefecture (Also known as Ngawa, CH: 阿坝藏族羌族自治州 Ābà Zàngzú Qiāngzú Zìzhì Zhōu) in Sichuan Province (also known as Szechuan and Szechwan CH: 四川省 Sìchuān Shěng)

 

This document is divided into 5 sections

Section 1: Introduces general information about the county such as the position, geography, and climate. There is also more specific information provided such as the county possessing five districts with three being pastoral and two half pastoral and half agricultural. The county also possesses six state-owned ranches each with its own pasture, 16 people’s communes, one town, and 86 production brigades. This section continues by detailing the total population of the county and the quantity devoted to animal husbandry and agriculture before proceeding to detail territory and resource information and data. Additional information on the mineral resources in the country is also included, the presence of stores of coal, iron, bronze, uranium, antimony, and limestone are specifically noted, but the addition of over thirty other types is pointed out as well. The six mentioned are most likely the primary, most plentiful and consequently most important mineral sources available in the county. Information about waterways, animals, and forests is also detailed with suggestions for suitable use of the available resources provided.
